In February, 2020, Hainan Province enacted the nation’s first local ban on plastics—Provisions on Banning Disposable Non-Degradable Plastic Products in Hainan Special Economic Zone. A full-process closed-cycle management system was established for the first time, which consists of “regulations, standards, catalogues, alternatives and a traceability platform”. A list was introduced (with a supplemental catalogue) to ban 18 types of items, including disposable plastic bags, tableware, straws, cotton swabs and everyday chemicals containing plastic particles. Hainan has formulated and promulgated the General Technical Requirements for Fully Biodegradable Plastic Products, the first local standard of its kind in the nation. We have leveraged big data, the Internet and other information technologies to establish a provincial wide management platform that includes traceability, scheduling and reporting functions. To develop the fully biodegradable plastic industry, we have transformed or newly built 17 plastic plants and nurtured three upstream raw material providers. This has resulted in 56,000 tons of capacity that serves to satisfy Hainan’s demand for biodegradable alternatives. Based on its island geography, Hainan is also carrying out technical research to explore the application of seawater degradable materials. This will offer useful experience in technological application, standards and policies for controlling marine plastic pollution in China and the world over.
