Signature Project No.1: National Park of Hainan Tropical Rainforest

海南热带雨林国家公园体制试点确定为海南全面深化改革开放的第一批12个先导性项目之一和建设国家生态文明试验区的标志性工程之首。国家公园试点建设把体制机制集成创新摆在首要位置,创新探索中国特色国家公园管理海南模式。

一是建构省部协同、省市县协同、各部门协同等多层次协同管理机制,成立社区协调省级和9个市县级委员会。二是独创国家公园综合执法派驻双重管理机制,由试点区涉及的9个市县综合行政执法局设立国家公园执法大队,分别派驻到国家公园各分局,由各市县人民政府授权国家公园各分局指挥,统一负责国家公园区域内的综合行政执法。三是实施生态搬迁工作,开创集体土地与国有土地置换新模式,妥善解决生态搬迁村民发展的困局,建立集体和国有土地置换评估方式、创新土地权属转化方式、便利搬迁村民日常生活、强化用地保障和产业就业帮扶政策。四是设立海南国家公园研究院,建立科研合作国际平台和联合攻关机制,设立国家林草局海南长臂猿保护研究中心、建立“海南长臂猿保护国家长期科研基地”。

The Pilot on National Park of Hainan Tropical Rainforest System has been designated as one of the first 12 leading projects of comprehensively deepening reform and opening-up in the province and the foremost signature project for building the National Ecological Civilization Pilot Zone. Prioritizing on integrated system innovation, the pilot aims to explore a Hainan model of administrating national parks with Chinese characteristics.

First, a multi-tiered collaboration mechanism has been set up between provincial authorities, the competent central department and local governments to facilitate work across departments and hierarchies. Community coordination committees, one at the provincial level and nine at the city/county level, have also been established. Second, a unique system of dual management has been set up for law enforcers stationed at the national park. The administrative law enforcement bureaus of the nine cities and counties within the pilot area have formed national park law enforcement brigades, which are sent to be stationed respectively in the branch offices of the National Park Administration. These special brigades carry out comprehensive administrative law enforcement activities under the command of the branch offices as authorized by the People’s Government of the relevant cities and counties. Third, in the process of ecological relocation, a new approach has been devised to swap collective land for state-own land, so as to ensure the livelihood of local villagers. Efforts have been made to develop assessment method for the swap and innovate ways for land ownership transfers, to make life easier and guarantee land use for relocated villagers, and to enhance industrial and employment policy incentives. Fourth, a number of research institutions have been set up, such as the Hainan Institute of National Park, a platform for international research cooperation and a joint mechanism geared toward cutting-edge research problems, the Hainan Gibbon Conservation and Research Center under the National Forestry and Grassland Administration, and the National Long-term Research Base for the Conservation of Hainan Gibbons.
