王下乡“绿水青山就是金山银山”实践创新基地成果

 
Achievements of the Practice and Innovation Base in Wangxia Township for “Turning Lucid Waters and Lush Mountains into Invaluable Assets”

王下乡地处海南霸王岭国家森林公园腹地,被雅加大岭和黎母岭群山环抱,拥有最原始的生态山水资源,当地野生动植物资源丰富,被人们称之为“绿色宝库”、“物种基因库”。王下乡坚持习近平生态文明思想,深入践行“绿水青山就是金山银山”(简称“两山”)理念,2018年12月,王下乡荣获生态环境部授予国家“绿水青山就是金山银山”实践创新基地称号。

王下乡不断加强基础设施建设和农村人居环境整治,实施严格的生物多样性保护。严禁烧山、砍伐、捕猎、损毁野生动物栖息地、干扰野生动物生息繁衍活动的行为。开展野生动物保护法治专题讲座,发放珍稀动物保护宣传手册,加强野生动物保护宣传教育,提高广大人民群众的保护意识和法制意识,综合形成了群防群治的良好局面。

王下乡积极探索“两山”转化路径,依托“绿水青山就是金山银山”实践创新基地品牌,提出建设王下乡“中国第一黎乡”的目标,启动王下乡“黎花里”文旅小镇项目建设,探索发展生态旅游、乡村旅游,让当地群众吃上“旅游饭”。实现了“金山银山”,反哺了“绿水青山”,实现从海南省最贫穷最落后的黎村到“富美乡村”的美丽蝶变,2020年全乡总收入4740万元,比2015年同比增长78.7%;人均可支配收入14600元,比2015年同比增长180.8%。增强当地群众的获得感、幸福感和自豪感。

Wangxia Township is located in the hinterland of Hainan Bawangling National Forest Park, surrounded by the Yajiada Ridge and Limuling Mountains. Boasting the most primitive ecological landscape and rich wildlife resources, it is known as the “green treasure trove” and “gene bank of different species”. Guided by Xi Jinping’s thought on ecological preservation, the township has put into practice the concept that “lucid waters and lush mountains are invaluable assets”. In December 2018, Wangxia Township was awarded by the Ministry of Ecology and Environment as the national innovative practice base for the implementing the concept.

Wangxia Township has kept improving the infrastructure and people’s living environment, and has strictly enforced biodiversity protection. Straw burning, logging, hunting, destruction of wildlife habitats, interference with wildlife are strictly prohibited. The township has held lectures on the Wildlife Protection Law, issued brochures for rare animal protection, strengthened public awareness on wildlife protection and law observance, and managed to mobilize the public in preventing illegal activities.

Wangxia Township has actively explored methods to maximize the value of the concept that “lucid waters and lush mountains are invaluable assets”. Taking advantage of its brand as the innovative practice base, it aims to become China’s No.1 township of the Li ethnic group. It has launched the Lihuali cultural tourism project to explore eco-tourism and rural tourism, so that local people can earn an extra income, and tourism revenue is in turn used for ecological preservation. As a result, the township has transformed itself from the poorest area in Hainan into a rich and beautiful one. The total income of the township in 2020 reached 47.4 million yuan, an increase of 78.7% from 2015; per capita disposable income was 14,600 yuan, up by 180.8% from 2015. Local people now live in fulfillment, happiness and pride.
